Summary of the work of the second plenary session of the third National Technical Committee for standardization of electrical instruments and meters Overview

with the continuous deepening of the development of China's socialist market economy and the acceleration of its integration into the global economic cycle, the standardization work and the management system of various professional standardization technical committees are facing new challenges, which also provides new opportunities for the development of the Standardization Committee. This Standardization Technical Committee conforms to the development of the historical trend, takes standardization as a means, seizes the opportunity, centers on the hot spots of industry development, takes enterprise service as the purpose, develops various ways, and mobilizes all forces to meet the new demands of the market for standardization. At the same time, it has made great efforts to study and transform international standards, promoted the technological progress of the industry, and played a positive role in improving the competitiveness of enterprises in the industry in the international market

over the past few years, with the joint advice, active cooperation and cooperation of the committee members and the strong support of leaders at all levels, we have developed in exploration, paid attention to accumulation and continued progress. A team of backbone (experts) who not only master the technology in this field but also are familiar with the standardization principles and working methods has been formed and is playing an increasingly important role in the activities carried out by the Standardization Committee

in the past year, centering on the proposed annual basic work idea of "early intervention, active tracking and timely introduction", various standardization works involving high-tech and multi-functional products (such as national standards such as IP (Network) meters and multi-functional meters) have been carried out, providing timely support and correct guidance for the industrialization of high-tech in this industry. The standardization achievements/technical resources obtained by the Standardization Committee (automatic meter reading) have been used to make substantive contributions to the standardization of the measurement/reading system for living demand (such as the national standard of community energy measurement and reading system specification and the industrial standard of the Ministry of construction of residential remote meter reading system). New progress has been made in exploring international technical exchanges and in-depth participation in international standardization activities, and steady progress is being made towards substantive intervention and international docking

II. Environment and current situation

2.1. International part

● International Standardization: the theme of "standards connecting the world" on this year's world standards day fully reflects that standards play an important role in promoting the development of international trade in the tide of economic globalization. It also reflects that economic globalization needs to be guaranteed by effective rules. Therefore, international standardization organizations (IEC and ISO) and major developed countries (the United States, Canada, Japan and other countries) have studied and formulated standardization development strategies and related policies. Because we have realized that the environment for standardization has undergone major changes, economic globalization and the reform of social and economic structure have put forward higher requirements for standardization

is reflected in four aspects:

1. Standards are required to adapt to the development of economic globalization (with the development of economic globalization, people have a common desire, that is, to relax regulatory restrictions and establish a flexible rule system. Such flexible rules are standards, and standards play an irreplaceable role)

2 The standards are required to comply with international rules (when formulating technical regulations, standards and conformity assessment procedures, countries should take the existing international standards as the basis, and the technical regulations and standards formulated by countries should not form barriers to international trade)

3 Standards are required to adapt to the international competition of the industry (- - in order to improve the international competitiveness of the industry, it is more and more urgent for countries to convert strategic national standards into international standards. -- European and American enterprises take participation in international standardization activities as their enterprise development strategy, and gain advantages in international competition by converting their own enterprise standards into international standards)

4 Standards are required to meet the needs of consumers' values (- - consumers' values are more diversified for environmental protection, consumption safety, ease of use, sustainable development and other issues, and standards must solve these problems. -- with the accelerating process of economic globalization, standards, as an international means to protect consumers, have an increasingly arduous task)

● professional field of electrical instruments (TC13 and tc85) Standardization

- TC13 (electric energy measurement and load control equipment)

is responsible for formulating international standards such as active and reactive electric energy meters, maximum demand indicators, telemetry of loss and demand, remote meter reading equipment, time switches, load and rate control equipment and user services, including equipment and accessories with similar functions realized by electronic technology

- 39 countries pay attention to and participate in their activities (29 full members and 10 observers)

- four working groups: wg11 electric energy measurement equipment, wg13 reliability of electric energy measurement equipment, wg14 data exchange of meter reading, tariff and load control, and wg15 payment and sales system

- Standard System:

TC13 standardizes the standard system in order to ensure the continuous coordination between various standards, help to adjust the current standards or issue the latest standards in a timely manner in combination with technological development and market demand. All standards of TC13 specialty are respectively incorporated into nine divisions of IEC 62051 ~ IEC 62059 according to their different categories, objects, and the commonness and particularity of technical requirements, and are re numbered:

1, IEC 62051: electric energy measurement - Terms

2, IEC 62052: electric energy measurement equipment - General requirements (including general definitions, requirements, tests and test conditions)

3 IEC 62053: electric energy measurement equipment - special requirements (requirements shall be formulated according to specific equipment)

4, IEC 62054: electric energy measurement equipment - rate and load control - special requirements

5, IEC 62055: electric energy measurement - payment and sales system

6, IEC 62056: electric energy measurement - data exchange of meter reading, rate and load control

7, IEC 62057: electric energy measurement - test equipment

8 IEC 62058: electric energy measurement equipment - Acceptance inspection

9, IEC 62059: electric energy measurement equipment - Reliability

- standardized service objects (users) of TC13 include power industry, equipment manufacturing enterprises, legal measurement organizations and end users. Representatives (experts) from these departments except the end users form the TC13 Technical Committee. There are 32 current standards. There are 18 standards in progress

due to the adjustment of the power industry system in various countries, some new industries and departments have emerged, which have changed the traditional integrated and monopolistic management system. These departments include power generation, power transmission and distribution companies, power supply departments, measuring instrument management departments, data transcription departments, etc., which will become the new service objects of TC13 standardization. TC13 has expanded the standardized objects from single function products to intelligent and multi-function products or systems (including electricity fee management systems) to meet the needs of technical development in this field. At the same time, the communication function of the instrument becomes more important

tc13 is gradually improving its standard system around the following aspects:

1. Using digital signal processing technology, instruments can be required to measure and process more parameters (not only the previous active and reactive power), and new communication media (such as Internet, high-speed power line carrier, TV cable and satellite communication) will be used for instrument data exchange

2. With the emergence of property companies, data concentrators will be required to collect information from various types of instruments (such as electricity, water, gas and heat)

3. Due to the adjustment of instrument legal and technical environment, some problems have been brought, such as ownership of measuring equipment, management rights, data security and authorization of data access

4. The failure modes of electronic measuring equipment are quite different from those of electromechanical instruments, and the work on reliability is very important

5. Since the widespread existence of nonlinear load obviously increases the harmonic content in power, it is necessary to specify the characteristics of the instrument under the condition of harmonic, so it is necessary to take the measurement of power quality parameters as a function of the instrument

6. The environmental problems of the power generation and distribution industry have gradually attracted attention. High accuracy multi-functional communication instruments, tariff and control equipment are conducive to improving the efficiency of the power generation, transmission and distribution industry, thereby reducing environmental pollution

7. The electromagnetic environment has attracted attention. TC13 has made a lot of efforts to develop a complete test method to ensure the function and accuracy of electrical measuring equipment in the current electromagnetic environment

8. Intelligent instruments are required to have the ability to adapt to multi system access and different services, and even provide value-added services for power customers. At the same time, data security is considered

a non-profit organization whose mission is to develop, promote and maintain dlms/cosem (supporting technical specification for electric energy measurement) specification. It provides a forum for users, manufacturers, system integrators, laboratories and relevant standardization bodies to exchange information; At the same time, it provides services of compliance testing and certification scheme for measuring equipment using (implementing) the above specifications.
